Petroleum Development Oman LLC (PDO) has issued an expression of interest (EOI), seeking interested developers to set up a 100 MW solar PV power plant. The utility scale PV project will be located in the desert region of Amin in the southern region of the country, approximately 210 km North West from Salalah.  

This will be the first renewable energy project to be implemented by PDO as an independent power producer (IPP). It will be the sole project offtaker and will buy all clean energy generated by the plant.

Successful bidders will need to design, construct, own, finance, operate and maintain the project under a build, own, operate and transfer (BOOT) model. They will be free to design and select equipment. PDO will enter a power purchase agreement for a period of 23 years.

Shortlisted bidders who submit the EOI, will receive request for qualification (RFP) documents.

The EOI can be submitted until January 31, 2018. Bids will be evaluated by May 2018 and final contracts will be awarded in June 2018. Details about the tender are available on PDO’s website.

The tender follows a RFQ recently issued by Oman Power and Water Procurement Company (OPWP) for 500 MW capacity in Oman’s Ibri region (see RFQ For 500 MW PV Plant In Oman).

The Government of Oman owns 60% interest in PDO, Royal Dutch Shell’s share is 34% and Partex own 2%. PDO has around 130 oil producing fields, 14 gas fields and around 8,000 active wells.

 New Solar Car Park

In the new year, PDO officially opened its first solar car park at its headquarters in Muscat. The 6 MW project will generate 9,480,000 kWh of clean energy per year – and will provide power for PDO’s office buildings. It will be enough to satisfy electricity needs for almost 1,000 homes.

The PV project was executed between Spain’s Elecnor S.A. in partnership with Omani firm Rukun Al Yaqeen (RAY) International LLC. It happens to be the largest solar system at a single location in Oman so far. A total of 19,500 solar PV modules were installed to the canopies of 2,054 parking lots.
