The Gujarat Urja Vikas Nigam Ltd. (GUVNL) has floated a tender offering 700 MW of grid connected solar power project capacity to be developed in the Radhanesda Solar Park in Banaskantha district, being developed by the Gujarat Power Corporation Limited (GPCL).
GUVNL will procure the capacity that will be installed on a build, own and operate (BOO) basis under a 25-year power purchase agreement (PPA) signed with the successful bidders, which will also enter into an implementation and support agreement (ISA) and lease agreement (LA).
The project capacity will be located on 2 plots offering 250 MW capacity each and 1 plot with 200 MW capacity. Each interested bidder will need to bid for the full capacity available on the plot. Partial capacity may be allocated to winning bidders that bid for more than one plot. The project will be connected to the 220/400 kV Khimanawaas sub-station.
For this tender, GUVNL has not specified any benchmark tariff, although the tender documents do mention that the agency reserves the ‘right to short close the capacity lower than 700 MW at its discretion, if the prices are abruptly high’.
The pre-bid meeting with interested bidders is scheduled for October 17, 2018. Last date to submit request for selection (RFS) documents is November 15, 2018. Further details are available on the website of GUVNL.
In September 2018, a 500 MW PV auction by GUVNL, which was a re-tender, saw the lowest winning bid of INR 2.44 ($0.0338) per kWh (see 500 MW Gujarat Auction Achieves INR 2.44/kWh Bid).
