It is raining PV tenders in India! Or so it seems. Soon after announcing a 275 MW solar power tender for Uttar Pradesh, the Solar Energy Corporation of India Ltd. (SECI) launched two additional tenders with a cumulative capacity of 950 MW (see 275 MW PV Tender For Uttar Pradesh).
750 MW for Andra Pradesh
SECI has launched a request for selection (RFS) round for developers interested in setting up 750 MW of grid-connected PV projects in Kadapa Solar Park, Andhra Pradesh. It is divided into three projects, each with a capacity of 250 MW. Bidders can propose offers for a minimum of 250 MW and a maximum of 750 MW of capacity.
This capacity will be part of the National Solar Mission (NSM) Phase-II, Batch-IV, Tranche-XV. Under Batch-IV, SECI has the responsibility to add a total capacity of 5 GW.
200 MW for Karnataka
The remaining 200 MW of capacity is scheduled to be developed under NSM Phase-II, Batch-IV, Tranche-XIV in Pavagada Solar Park, Karnataka. It is divided into four projects, each with a capacity of 50 MW. Pavagada Solar Park is being developed by Solar Park Implementation Agency (SPIA). Each bidder can propose a minimum capacity of 50 MW and a maximum of 200 MW.
The projects will be set up on a ‘build-own-operate’ basis. SECI will be the sole off-taker for all output and will enter a power purchase agreement (PPA) with the winners for a period of 25 years. It will then sell this clean power to utilities within Karnataka and Andhra Pradesh.
SECI has fixed a ceiling tariff for this capacity at 2.93 INR ($0.046) per kWh.
Previously, local media had reported that Andhra Pradesh State Power Distribution Company (APSPDCL) had agreed to buy 250 MW of solar power from Kadapa Solar Park on the condition that it would be bundled with 125 MW of thermal power to cut costs. It wanted to buy this power at a rate lower than the winning tariff of 3.15 INR ($0.0487) per kWh (see Indian Utility To Bundle Solar+Coal).
All said and done, India seems to be working hard to keep its promise of rolling out 20 GW of PV tenders between December 2017 and March 2018. That means it needs to launch tenders of 3 GW in January 2018 (see India 20 GW Tender Roll Out Start In December). In February, another 5 GW should follow, and in March, 6 GW is scheduled to be tendered.
Along with the 275 MW tendered earlier this month, SECI has now launched tenders for 1,225 MW in January 2018.
