Voltalia Secures PSA For 526 MW Hybrid RE Project In Uzbekistan

French company to also build a 500 kW agrivoltaic pilot project in Tashkent

  • France’s Voltalia has announced signing a PSA for its upcoming 526 MW hybrid project in Uzbekistan  

  • It will comprise 300 MW wind, 126 MW solar and 100 MW/200 MWh of battery storage capacity  

  • State utility JSC Uzenergosotish will source power from wind and solar capacity for 25 years, and from storage for 15 years 

French renewable energy company Voltalia has secured a power sales agreement (PSA) for its 526 MW hybrid renewable energy project in Uzbekistan, providing certainty to its implementation. The agreement ensures the long-term profitability and financial viability of the ambitious cluster. 

It signed the PSA with state-owned utility JSC Uzenergosotish during Uzbek President Shavkat Mirziyoyev’s recent visit to France. 

The Artemisya project in Bukhara region is planned to host 126 MW of solar, 300 MW wind and 100 MW/200 MWh of battery storage capacity on completion. Under the PSA signed, the state utility will source power from solar and wind energy assets for 25 years and from storage for 15 years.  

“Artemisya will help meet the country’s growing electricity needs, as well as peak consumption during the beginning and end of the day, thanks to its storage capacity,” stated the French company. 

Voltalia will begin construction of the project for solar and storage capacity in Q1 2026, and follow it with breaking ground for the wind power component in Q3 2026. On completion, the hybrid project is estimated to generate enough clean energy to suffice the consumption requirement of around 2,500,000 denizens.  

In addition to this PSA, Voltalia says it has signed a cooperation agreement in Uzbekistan for a 500 kW agrivoltaic pilot project in the Tashkent region. A test project, it will be commissioned in August 2025. 

Another cooperation agreement for Voltalia relates to the main terms and conditions for the large 500 MW/1 GWh Turan Storage Project. This is planned to be established in a tripartite partnership with Uzbekistan’s Ministry of Energy and the Ministry of Investment and Foreign Trade. 

Earlier in July 2024, the European Bank for Reconstruction and Development (EBRD) approved financing for a 200 MW solar and 500 MWh battery storage facility in Uzbekistan, calling it the ‘largest’ in Central Asia (see EBRD Financing For ‘Largest’ BESS In Central Asia).  

By 2030, Uzbekistan targets to increase the share of renewables in its total electricity mix to over 50%, up from its previous target of 35%. According to the International Renewable Energy Agency (IRENA), Uzbekistan had installed only 253 MW of solar PV at the end of 2023.
