Releasing a document titled Notice on Perfecting the Capacity Tariff Mechanism on the Generation Side, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) have clarified and improved capacity tariff mechanisms for coal power, gas power, pumped hydro, and new energy storage.
For grid-side independent new energy storage, the policy explicitly grants eligibility for capacity tariffs, set at a specific ratio of the local coal power capacity tariff. Furthermore, the notice proposes establishing a reliable capacity compensation mechanism for coal, gas, and qualified independent new energy storage facilities that voluntarily participate in local spot markets once they are in continuous operation. In regions with continuous spot market operations, pumping/generating prices for pumped hydro and charging/discharging prices for independent new energy storage will be determined by market rules or real-time spot prices.
LONGi’s Hi-MO 9 second-generation back contact (BC) module, based on the company’s proprietary HPBC 2.0 technology, has been awarded the Full-Scenario Reliability certificate, jointly issued by CPVT and the Huaneng Clean Energy Research Institute. An ‘industry first’, the certification is based on the IEC 63556 standard and covers more than 40 rigorous weathering tests across diverse scenarios, including ecological lakes, dry deserts, polar ice environments, and deep ocean conditions. LONGi stated that the results validate the module's high efficiency and stability in complex environments.
Recently, LONGi announced plans to convert 1.7 GW of its TOPCon module capacity to BC, underscoring its focus on the technology (see China Solar PV News Snippets).
Guangxi Province has released the results of its latest mechanism tariff bidding for new energy projects. The original plan for this round was a total mechanism electricity volume of 14.166 billion kWh: 12.224 billion kWh from wind and 1.942 billion kWh from solar PV.
A total of 7,557 projects were selected, with both categories reaching their planned volumes. PV projects accounted for 7,467 of these, at a tariff of RMB 0.31/kWh. The remaining 90 were wind power projects, priced at RMB 0.355/kWh. The awarded tariffs will be effective for a period of 12 years.
Solar and energy storage manufacturer Canadian Solar (CSI Solar) has projected an adjusted net loss of RMB 900 million to RMB 1.10 billion as part of its financial results forecast for FY2025. This would be a year-over-year (YoY) decrease of 51% to 60% from the RMB 2.23 billion profit reported in 2024. The company attributed this decline to supply-demand imbalances in the PV industry, rising raw material prices, and international trade barriers.
As part of its FY2025 financial results forecast, polysilicon manufacturer Hoshine Silicon announced that it expects an adjusted net loss of RMB 2.83 billion to RMB 3.33 billion for the full year. This is a sharp pivot from the RMB 1.54 billion profit reported in FY2024. The company stated that while its industrial silicon business remained profitable, the suspension and operating losses of its solar-grade polysilicon business resulted in an overall corporate deficit.
