South Africa based Council for Scientific and Industrial Research (CSIR) has issued a tender through which it plans to hire the services of a consultant who could develop a PV technology roadmap (TRM) for Malawi. The African nation plans to deploy 50,000 PV systems by 2030. With a TRM in place, it is expected to be able to implement this plan.

The TRM will be part of the Incubator Programme of the Climate Technology Centre and Network (CTCN) for the CSIR.  CTCN is the operational arm of UNFCCC Technology Mechanism, hosted by the United Nations Environment Programme (UNEP) together with the United Nations Industrial Development Organization (UNIDO). CSIR is one of the three CTCN consortium partners in Africa.

The selected consultant will be required to create a well-defined time-bound TRM that will recommend a set of measures to be implemented by different stakeholders, according to the request for proposal (RFP) documents. Each recommended measure must define objectively measurable benefits, estimated costs, potential sources of funding and key implementing actors.

"The TRM is expected to serve as a tool to assess feasibility, develop business and financial models for the wide scale development and user of solar PV in the country, and prepare for investment. The TRM should take into consideration all other efforts implemented in Malawi on solar PV," read the CSIR RFP document.

Last date to submit tender documents is September 12, 2018. Estimated duration of the contract is six months. More details are available on the website of CSIR.
