  • Germany’s March 1, 2025 ground mounted solar auction was oversubscribed

  • The agency awarded 2.64 GW capacity against 2.62 GW available under the tender

  • It received competitive bids as the weighted average bid dropped slightly from the previous round to €0.0466/kWh

Germany’s March 1, 2025 auction for open space or ground mounted solar and solar systems installed on non-buildings and non-noise barriers saw an oversubscription with the Federal Network Agency or Bundesnetzagentur awarding 2.638 GW capacity.

It received 420 bids representing a combined volume of 3.839 GW against 2.625 GW offered. The agency picked 271 bids to award the final volume.

Bundesnetzagentur President Klaus Müller said, “The Federal Network Agency warmly welcomes the development in the area of ground-mounted solar systems. These systems are all controllable and align their feed-in with market demand for electricity."

The largest volume of awards went to projects in Bavaria with a combined 607 MW, followed by 367 MW in Brandenburg, and 315 MW in Lower Saxony.

“The tender continues to be characterized by high participation; the level of competition remains high; and the award values continue to decline,” added Müller.

Winning tariffs ranged within €0.0399 ($0.045)/kWh as the lowest and €0.0488 ($0.055)/kWh as the highest while the weighted average winning bid was determined slightly below the last round at €0.0466 ($0.053)/kWh. These values are considerably lower than the ceiling tariff of €0.0680/kWh for this segment.

In the previous round held on December 1, 2024, the agency reported the weighted average winning bid of €0.0476/kWh. It awarded 2.15 GW capacity (see Average Winning Bid Falls Below €0.05/kWh In Germany’s Latest Solar Auction).

Next auction for this category is scheduled to be held on July 1, 2025.
