Indian Directorate General of Trade Remedies (DGTR) under the country's Ministry of Commerce and Industry has recommended the Government of India to impose anti-dumping duty (ADD) on aluminum and zinc coated flat products originating in or exported from China, Vietnam and Korea. These products are used by the solar industry to make structures on which modules are mounted.

The range of ADD recommended varies between $14.30 per metric ton (MT) to $173.10 per MT. DGTR opines it should come into effect from the date of imposition of provisional duties on all imports of subject goods originating in or exported from subject countries.

The recommendations have been made in response to the application filed by India's JSW Steel Coated Products Limited. "Having initiated and conducted the investigation into dumping, injury and causal links in terms of the provisions laid down under the Rules and having established positive dumping margin as well as material injury to the domestic industry caused by such dumped imports, the Authority is of the view that imposition of definitive anti-dumping duty is required to offset dumping and injury," the DGTR establishes in its findings.

The ADD regime for imported solar products has been in action for quite some time now in India. Apart from the safeguard duty imposition on solar in February 2019, DGTR's recommendation for ADD on textured tempered toughened solar glass imports from Malaysia was accepted by the government.

It was followed by the country imposing ADD on imported solar EVA sheets from China, Malaysia, Saudi Arabia and Thailand.
