Oral Hearing For EVA Sheets AD Probe In India

India’s Directorate General Of Anti-Dumping & Allied Duties To Hold Oral Hearing On July 19, 2018 In EVA Anti-Dumping Investigation

Going ahead with the investigation against anti-dumping of Ethylene Vinyl Acetate (EVA) sheets for solar modules in India, the Directorate General of Anti-Dumping & Allied Duties (DGAD) will hold an oral hearing on July 19, 2018 at its office in New Delhi. It will be presided by Indian Administrative Services (IAS) Sunil Gupta who is the additional secretary and designated authority.

In April 2018, DGAD initiated investigations into dumping of EVA sheets in India for products coming from China, Malaysia, Saudi Arabia, South Korea and Thailand (see India Investigating EVA Dumping). Indian manufacturer RenewSys India Private Limited is the prime petitioner for this case. The investigation period is between October 1, 2016 and September 30, 2017.

DGTR receives written submissions in safeguard duty investigation

In a related development, Directorate General of Trade Remedies (DGTR) says it has received written submissions from various stakeholders in the ongoing safeguard duty investigation. Post the public hearing held on June 26, 2018, affected parties were asked to hand in such submissions. In June 2018, at a public hearing organized by DGTR to discuss the implementation of a recommended 70% safeguard duty, the Indian Solar Manufacturers Association (ISMA) demanded the duty be increased to 95%.

Written submissions were received from many stakeholders, including Acme Cleantech Solutions, REC Solar, Vikram Solar, Taiwanese PV Industries Association, China Chamber of Commerce for Import and Export of Machinery and Electronics Products, North India Module Manufacturer Association, First Solar, Trina Solar, Solar Power Developers Association.
