Six Developers Pre-Qualify For Madagascar Tender

  • The companies will be invited to submit final proposals with tariffs
  • This tender is the first under World Bank Group's IFC Scaling Solar program, which includes battery storage

Madagascar has pre-qualified six developers for a 25 MW PV tender including battery storage under the Scaling Solar program of the International Finance Corporation (IFC). The Ministry of Water, Energy and Hydrocarbons (MEEH) says that the winning developer will be selected based on the lowest proposed tariff.  

MEEH issued the pre-qualification request back in October 2017 (see 25 MW Scaling Solar Tender In Madagascar). The project with battery storage capacity will be located near Madagascar's capital city of Antananarivo. This is the first Scaling Solar project that involves battery storage.

Pre-qualifying companies are:

  • Acciona Energía SAU
  • Al Nowais Investments LLC / Aldwych Power Holdings Ltd
  • Globeleq Africa Holdings Ltd.
  • GreenYellow SAS / Omnicane Ltd.
  • Mulilo Group Holdings (Pty) Ltd / Voltalia SA
  • Ormat Technologies Inc.

These developers will be sent formal invitations to access the project's database.

Under the Scaling Solar program, IFC plans to install 30 MW to 40 MW of new solar facilities on the island nation, located off the southeastern coast of Africa, to address the lack of electricity generation and reduce reliance on expensive diesel generators.  

This is the fourth Scaling Solar tender round in Africa to date. Other rounds are underway in Senegal, Ethiopia and Zambia.
