Spain Seeks Consultation On RDL 15/2018

Having done away with the sun tax on distributed generation and storage systems, Spain is now encouraging its populace to become self-generators and consumers of green power. A new law, RDL 15/2018, provides the legal framework for solar prosumers.

In October 2018, Spain ended the infamous sun tax imposed on grid-connected behind-the-meter distributed generation and storage systems, under its Royal Decree 900/2015, imposed on systems range of 10 kW and more.

The new administration then brought in Royal Decree Law (RDL) 15/2018 pertaining to the laws related to self-consumption of electricity. It is now seeking public consultation on the bill. It will accept comments until February 8, 2019.

According to the Ministry of Ecological Transition, the RDL 15/2018 enables simplified measurement configurations and provides administrative and technical guidelines to self-consumption generation facilities. It also provides a mechanism for compensation of consumer deficits and surpluses for installations up to 100 kW, among other specifications.

Now, the government wants to give a final official regulatory push by proclaiming it as royal decree. It hopes this will encourage self-consumption of energy through renewable energy sources and simplify technical and administrative requirements for those opting for this kind of energy generation.
