MSEDCL Launches Tender To Source 865 MW AC Solar Energy For A Maximum Of INR 3.10/kWh

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) is soliciting bids from interested developers to set up 865 MW AC solar PV ground mounted power plants in the state of Maharashtra, power from which will be procured by it for not more than INR 3.10 ($0.041) per kWh.

Broad scope of work involves design, finance, procurement of land, engineering, procurement, construction, operation & maintenance of the facilities, along with connecting these at respective distribution network. Winners of this competition round will enter 25-year power purchase agreement (PPA) with MSEDCL.

As the implementing agency for state's agri-solar feeder scheme Mukhyamantri Saur Krishi Vahini Yojana (MSKVY), MSEDCL will supply this solar power procured to agricultural consumers for daytime use.

Minimum capacity of an individual project will be accepted as 2 MW, whereas maximum capacity would be 10 MW. Projects currently under construction, those not yet commissioned and those already commissioned but do not have a long-term PPA and selling power on short-term or merchant plant basis will also be eligible to participate in the tender process.

It has also created a land portal that has farmers or group of farmers that have applied to rent out their land for solar projects under the MSKVY scheme. MSEDCL says it will provide the list of the land and details to the interested bidders along with tender documents.

Last date to submit bids is February 28, 2022, as per the RFS document on MSEDCL's website.
