DGPC plans a 120 MW turnkey solar PV project under a broader 310 MW solar expansion in Bhutan
The tender is open to eligible international bidders; procurement starts in December 2025, and bids are due January 26, 2026
The project aims to improve Bhutan’s energy security, reduce dry-season power imports, and strengthen climate resilience
Druk Green Power Corporation Limited (DGPC) of Bhutan is seeking turnkey installation and commissioning of the 120 MW Wobthang Solar Farm. This is part of the larger Solar Farm Expansion Project, under which the target is to install a minimum of 310 MW of utility-scale solar generation capacity and associated transmission facility.
Interested bidders can be from any of the eligible countries, with experience in design, supply, installation, testing, and commissioning of solar PV projects. The procurement process for the Wobthang Solar Farm will commence in December 2025.
“The Solar Farm Expansion Project will support the Kingdom of Bhutan in enhancing its domestic energy security and climate resilience,” reads the advance contracting notice of DGPC. “This will help reduce the country's dependence on costly power imports, particularly addressing recurring electricity shortages during the dry season.”
According to the tender details, along with the installation of the 120 MW solar farm, DGPC also seeks Project Implementation Assistance Consultancy (PIAC) services for which the procurement process will start in Q1 2026.
DGPC is seeking financing for the Solar Farm Expansion Project from the Asian Development Bank (ADB). Part of the proceeds will be used for payments for the Wobthang Solar Farm. ADB had provided finance for the country’s 1st solar power plant in Sephu, which is planned to deploy a capacity of 22 MW to 23 MW. Phase I of this project, with 17.38 MW capacity, was commissioned in July this year.
ADB published the tender call on its website on December 15, 2025. The last date to submit bids is January 26, 2026.
Earlier this year, in May 2025, Druk Holding and Investments Limited entered into a long-term power purchase agreement (PPA) with India’s Reliance Power Limited for a 500 MW solar power plant, touted as the largest solar power project in the country (see Asia Pacific Solar PV News Snippets).
