India: Tranche-VI 1.2 GW ISTS Connected Wind+Solar Tender

SECI Seeking Bidders For 1.2 GW ISTS Connected Hybrid Wind-Solar Projects With Mandatory Energy Storage Component

The Solar Energy Corporation of India (SECI) has launched a tender to select project developers for 1.2 GW interstate transmission system (ISTS) connected wind and solar hybrid projects with assured peak power supply in India under tranche-VI.

Projects need to be installed on build-own-operate (BOO) basis and generate power for 25 years to be supplied for interstate sale at a tariff to be determined through e-reverse auction process. Buying entities and bulk consumers may also use this power to meet their renewable purchase obligations.

An energy storage system (ESS) component of at least 100 MWh capacity for each 100 MW project will be mandatorily co-located either solar PV or with wind power generation under a single project. Minimum size of a project at a single location will be 50 MW comprising both solar and wind along with ESS to make a hybrid facility. Maximum capacity a single winner can expect to win is 1.2 GW.

Projects that are currently under construction or not yet commissioned will be considered as eligible under the tender, and not the ones already commissioned or those that expand capacity to already commissioned facilities.

SECI will be accepting bids for this tender launched on November 2, 2022 till December 14, 2022, as per tender documents available on its website.    

In May 2022, SECI awarded 1.2 GW capacity under tranche-V for the lowest winning tariff of INR 2.53 per kWh (see India PV News Snippets).

The government agency was also soliciting bids for 2.25 GW round-the-clock (RTC) renewable energy projects coupled with non-RE or storage facilities (see 2.25 GW RTC Power From ISTS Connected RE Projects).
