SECI Invites Bids For ISTS-XIX 500 MW Solar PV Tender

An additional capacity of up to 500 MW may be available under a greenshoe option

The Solar Energy Corporation of India (SECI) is seeking developers for its 500 MW solar PV power projects tender under tranche XIX with interstate transmission system (ISTS) connectivity. It may allocate and tie up additional capacity up to 500 MW under a greenshoe option.

Bidders will be selected to set up this capacity on a build-own-operate (BOO) basis, including the transmission network up to the interconnection/delivery point, under a 25-year power purchase agreement (PPA) with SECI as the offtaker.

Winners will be expected to identify land, install and own the project, as well as obtain necessary connectivity and approvals. Selected projects can be deployed anywhere in India. A single bidder can offer a minimum quantity of 50 MW and a maximum of 250 MW, without a greenshoe option.

Bidders who have already commissioned solar PV projects or are constructing such facilities, and have untied capacity, may also participate in this request for the selection (RFS) round.

Solar cells and modules used for these projects will need to be sourced from the Approved List of Models and Manufacturers (ALMM) List-I (for solar PV modules), and List-II (for solar PV cells). Projects commissioned by March 31, 2024, and those that procured modules before this date but didn’t get commissioned, will be exempted from the ALMM module mandate (see India To Impose ALMM For Solar Cells From June 1, 2026).

SECI launched the tender on February 13, 2025. A pre-bid meeting is scheduled for February 18. The last date to submit bids for this tender is March 17, 2025.
