Indian States Agencies Launch Solar Tenders For Over 1 GW

SGEL is seeking tenders for over 900 MW capacity, while IOCL launches a 300 MW tender

India’s hydropower utility SJVN Limited has launched 2 new tenders for over 900 MW solar PV capacity in the states of Rajasthan and Maharashtra through its subsidiary SJVN Green Energy Limited (SGEL). 

One of the tenders is to award an EPC package for the development of up to 500 MW grid-connected solar capacity in Rajasthan. It needs to be installed near the 220 kV Bikaner-IV substation at Ambaran. The broad scope of work also includes the development of a transmission line and comprehensive operation and maintenance (O&M) for 3 years.   

SGEL says this capacity is part of a 1 GW solar power project that it has entered into a power purchase agreement (PPA) with Punjab State Power Corporation Limited (PSPCL).

A single bidder stands to win a minimum of 250 MW or higher in multiples of 250 MW. Maximum allocation to a single bidder will be the entire 500 MW on offer. 

It launched the tender on August 20, 2025, with the last date of bid submission as September 12, 2025.  

The other tender is for a 401 MW balance of system (BOS) package for 28 solar projects under the Mukhyamantri Saur Krushi Vahini Yojana (MSKVY) 2.0. This capacity will be spread across the state of Maharashtra, including providing O&M for 3 years.  

All of these 28 projects have been divided into 4 groups, with 97 MW allocated to group 1 in Ahmednagar, 107 MW to group 2, 114 MW to group 3, and 83 MW to group 4, all in Nashik. The BOS contactor will be required to arrange land for their respective wins, except for the land parcels for which SGEL has already executed land lease agreements. 

SGEL said that this 401 MW capacity is part of the 1.35 GW capacity that SGEL will build under the scheme for feeder-level solarization under component C of the PM KUSUM scheme. All of this capacity needs to be implemented across 102 locations in Pune, Nashik, Ahmednagar, and Solapur districts of Maharashtra. 

Launched on August 18, 2025, bids can be sent in latest by September 9, 2025, for this tender. 

In another tender news from Terra Clean Limited, a wholly-owned subsidiary of Indian Oil Corporation Limited (IOCL), has opened a request for proposal (RFP) for land aggregation of 300 MW solar PV capacity. It needs to come up with inter-state transmission system (ISTS) connectivity in the vicinity of 220 kV Morena ISTS substation in Madhya Pradesh.
