The Solar Energy Corporation of India Limited (SECI) has invited bids to develop a 2 MW solar PV power plant for Kolkata Port Trust (KoPT). It will come up at Haldia Dock Complex Premises located in Haldia, Medinipur District in West Bengal.
The successful bidder will be responsible for design, engineering, procurement, supply, construction, installation, testing and commissioning of the plant among other tasks. The winning bidder will also have to provide operations and maintenance services for the next 10 years post successful commissioning of the plant.
KoPT manages two subsidiary dock complexes, Haldia Dock Complex and Kolkata Dock Complex. The 2 MW plant is for the Haldia Dock Complex. KoPT will be funding the project and will be the owner. Power generated through the plant will be used for captive consumption of KoPT.
The Green Port Initiative of the Indian Ministry of Shipping targets major Indian ports to install solar PV power plants with a cumulative capacity of 82.64 MW for captive consumption (see Indian Ports Go Solar). Out of this capacity, KoPT has taken on the target of 2.32 MW to be developed by fiscal year 2017-18 and later.
The pre-bid meeting will be held on January 24, 2017 in the premises of the Haldia Dock Complex. Bid documents can be submitted by February 21, 2017.
SECI had earlier conducted the same exercise for the Paradip Port Trust located in Odisha. The EPC contract for 10 MW capacity was won by Surana Solar Limited (see Surana Solar Bags 10 MW EPC Contract). The nodal agency for the implementation of Jawaharlal Nehru National Solar Mission (JNNSM) had previously come out with an office notification for the KoPT tender on March 3, 2016, which it now says is withdrawn and superseded by the latest notification as explained above.
