Germany’s Federal Network Agency (Bundesnetzagentur) has awarded 317 MW of new solar PV capacity to be installed on rooftops and noise barriers in its February 1, 2025 auction.  

This round was oversubscribed as the agency attracted 169 bids representing a total bid volume of 369 MW, against the 315 MW tendered. It finally selected 143 bids for 317 MW of capacity for projects with 1 MW to 20 MW individual capacity. Of the winners, 88 are projects with up to 2 MW capacity, while the largest project has 12 MW capacity. 

However, the winning bids in this round were higher than in the previous auction, with a weighted average winning bid of €0.091 ($0.098)/kWh compared to €0.0904 ($0.098)/kWh in the previous round. 

Winning bids in this round ranged between €0.079 ($0.085)/kWh and €0.0969 ($0.10)/kWh. Tariffs were capped at €0.104 ($0.11)/kWh. 

Most of the winning solar projects are located in North Rhine-Westphalia with 78 MW capacity, followed by 49 MW in Lower Saxony, 35 MW in Saxony-Anhalt, and 33 MW in Bavaria. 

In comparison, the 4.094 GW onshore wind tender was oversubscribed, with bids coming in for 4.89 GW. The average weighted winning bid of €0.07 ($0.076)/kWh was lower than the ceiling tariff of €0.0735 ($0.079)/kWh. 

The next tender round for solar systems on buildings and noise barriers is scheduled on June 1, 2025. 

For 2025, the agency has capped tariffs for rooftop solar systems at €0.104/kWh, €0.068 ($0.073)/kWh for ground-mounted PV systems, and €0.09 ($0.097)/kWh for innovation tenders (see Germany Fixes Ceiling Tariffs For 2025 Solar PV Tenders).
