
India’s DGTR has launched an anti-dumping probe into solar encapsulant imports from South Korea, Thailand, and Vietnam
Domestic manufacturers allege that dumped imports have undercut prices, reduced profitability, and led to underutilized capacity
The investigation covers all 3 encapsulant types and reviews data from FY 2021-22 to FY 2024-25
The Directorate General of Trade Remedies (DGTR) in India has initiated an anti-dumping (AD) investigation into the imports of solar encapsulants, originating in or exported from South Korea, Thailand, and Vietnam.
The investigation has been launched in response to a petition from Indian solar encapsulant manufacturer RenewSys India, an ENPEE Group company. It is supported by other local encapsulant manufacturers: Vishakha Renewables and Navitas Alpha Renewables.
As the name suggests, encapsulants protect solar cells and serve as adhesives, providing mechanical support to the modules. The subject goods cover all 3 encapsulant classifications, namely Poly Olefin Encapsulant (POE), EVA-POE-EVA Encapsulant (EPE), and Ethyl Vinyl Acetate (EVA).
RenewSys alleges that encapsulants from the 3 named countries are being dumped into India, and these are identical to the goods produced domestically. These should be treated as ‘like articles’ under the AD rules. Other producers of encapsulants in India are Vishakha Renewable Pvt Ltd, Navitas Alpha Renewables, ECAP Green Tech Pvt Ltd, Alishan Green Energy Pvt. Ltd., Pixel Redifining Solar, Enerlite Solar Films India Pvt. Ltd., and Filmtech Solar Pvt. Ltd.
“The imports are undercutting the prices of the domestic industry. The imports have depressed the prices of the domestic industry, and have prevented price increases. This has adversely impacted the profitability of the domestic industry which has deteriorated in the injury period,” according to the DGTR.
It adds. “The capacity utilization of the domestic industry has declined and it has underutilized capacities. The inventories of the domestic industry have increased. There is sufficient prima facie evidence of material injury being caused to the domestic industry due to the dumped imports from the subject countries to justify initiation of anti-dumping investigation."
The period of investigation is from April 1, 2024, to March 31, 2025. The injury investigation period will cover FY 2021-22, FY 2022-23, FY 2023-24, and the period of investigation.
RenewSys was previously successful in getting the DGTR to impose AD duty (ADD) on EVA sheets imported from China, Malaysia, Saudi Arabia, and Thailand.
Earlier this year, in May 2025, India imposed an AD duty on solar glass imports from China and Vietnam for a period of 5 years, starting retroactively, following a petition by Borosil Renewables Limited (see India Imposes Anti-Dumping Duty On Imported Solar Glass).
