

Malaysia plans to tender a total of 2.65 GW of solar capacity under LSS6, including 1.25 GW of battery energy storage
The program introduces three tender packages, with two dedicated opportunities for Bumiputera developers
The government expects the program to attract significant private investment and create jobs
Malaysia's government has announced the 6th round of its Large Scale Solar (LSS6) program, offering 2.65 GW of solar capacity. This includes 2.5 GW paired with battery energy storage systems (BESS).
The Ministry of Energy Transition and Water Transformation (PETRA) said the program will be divided into three tender packages to encourage broader industry participation.
Package 1 will offer an open tender for 2.2 GW of solar capacity paired with 1.1 GW of BESS. Package 2, reserved for Bumiputera developers, will include 300 MW of solar and 150 MW of BESS, while Package 3 will provide 150 MW of standalone solar projects for Bumiputera companies without battery storage.
Under the framework, project sizes for Packages 1 and 2 will range from 60 MW to 500 MW, while Package 3 projects will range between 10 MW and 30 MW.
The ministry said the dedicated 150 MW solar package for Bumiputera companies is expected to generate investment opportunities of nearly MYR 500 million. It is being done to encourage greater participation of smaller Bumiputera firms in the renewable energy sector. Bumiputera refers to the ethnic Malay population in Peninsular Malaysia.
Developers will be required to demonstrate experience in solar project development, although prior experience with battery storage projects is not mandatory.
PETRA also said that preference will be given to bidders that use locally manufactured renewable energy products, such as solar PV modules. Project development, the ministry explained, will focus on areas with strong electricity demand growth, particularly in the southern region of Peninsular Malaysia, to support planning for electricity generation and transmission.
The government expects the LSS6 program to attract between MYR 13 billion and MYR 15 billion in private investment and create an estimated 15,000 to 20,000 jobs during project development and construction.
According to PETRA, all LSS6 projects are targeted to reach commercial operation by 31 December 2029. The request for proposal (RFP) documents will be available from the Energy Commission from July 7 to August 7, 2026, for Packages 1 and 2, while Package 3 documents will be offered from August 17 to August 28, 2026, the ministry added.
Earlier in September 2025, PETRA approved 13 large-scale solar projects with a combined capacity of 1.975 GW AC under the LSS PETRA 5+ program. The projects were selected from 37 bids totaling 4.07 GW AC, more than double the available 2 GW AC quota. The approved portfolio included a 200 MW AC floating solar project, one of the largest in the country. The projects are expected to begin supplying electricity in 2027 and 2028.
In May 2026, PETRA launched the SuRIA Home rebate program to encourage residential rooftop solar adoption. The MYR 150 million scheme offers rebates of MYR 600/kW AC of installed capacity.
