Households that wish to generate electricity from rooftop solar panels and store energy in on site storage systems will receive rebates of up to 30% under Canadian province of Ontario’s new Home Renovation Savings Program that’s due to be launched on January 28, 2025. This translates to up to CAD 10,000 ($6,931) in coverage.

These rebates will also be available for home energy efficiency renovations and improvements, including new windows, doors, insulation, air sealing, smart thermostats, and heat pumps. The same program will be expanded later this year to include rebates for energy efficient appliances, including refrigerators and freezers.  

The program will also be expanded to include homeowners who use propane and oil to heat their homes. It will provide a one-window access for all home energy efficiency upgrades through Save on Energy and Enbridge Gas conservation programs.  

“As the demand for electricity continues to rise, we’re giving families and small businesses more ways to save money and energy as we launch the largest energy efficiency program in Canadian history,” said Stephen Lecce, Minister of Energy and Electrification. “Ontario’s new Home Renovation Savings Program will put more money back in your pockets, covering up to 30 per cent of the costs of new windows, doors, insulation, heat pumps, rooftop solar panels, and battery storage.”   

Canadian Federation of Independent Business (CFIB) VP for Legislative Affairs Ryan Mallough said the new Home Renovation Savings Program will also create jobs for small contractors, electricians, and HVAC installers. 

This is one among other new energy efficiency programs launched by the government in 2025. 

“The programs are part of a new CAD 10.9 billion ($7.55 billion), 12-year investment in energy efficiency, the largest in Canadian history,” stated the provincial government.  

Expansion of these energy efficiency programs is forecast to reduce the province’s peak demand by 3 GW by 2036, equivalent to taking 3 million homes off the grid. It is also estimated to lead to CAD 23.1 billion ($16 billion) in electricity system benefits and saving ratepayers CAD 12.2 billion ($8.45 billion) in electricity system costs by avoiding new generation capacity build out. 

All of these energy efficiency programs, including the new Home Renovation Savings Program, fall under the government Affordable Energy Act that came into force on December 4, 2024. 

Ontario also targets to procure up to 7.5 GW of new energy resources under its 2nd Long-Term Procurement (LT2) plan for wind, solar and storage, increasing the target from the previous target of 5 GW. This capacity will be awarded annually between 2026 and 2029. 

It will launch the competitive procurement to secure new electricity resources through 2 streams, namely an energy stream that will secure up to 14 TWh of new energy resources, and a capacity stream to secure up to 1.6 GW of new capacity resources. Selected projects will need to start commercial operations by May 1, 2034, and sign 20-year contracts.
