Philippines To Auction 25 GW Additional RE Capacity By 2035

The Philippines plans to auction a minimum of 25 GW of additional renewable energy capacity under its 10-year Green Energy Auction Program (GEA), which will run through 2035. Project commissioning will be targeted as early as 2027.  

GEA is the Philippines’ flagship renewable energy auction program. The government has so far completed 4 auction rounds: GEA-1 to GEA-4. In the last GEA-4 auction, it awarded 10.2 GW of renewables, including 4.2 GW of ground--mounted solar and 2.5 GW of onshore wind (see Over 10 GW RE Selected Under Philippines’ GEA-4 Auction). GEA-5 invited bids for 3.3 GW of offshore wind capacity in 2025. 

Now the Department of Energy (DOE) has unveiled GEA auction plans for an additional 25 GW. The 6th GEA auction round will have onshore wind and floating solar competing, rooftop solar, and solar with battery energy storage systems (BESS) in collaboration with Mindanao Development Authority, which will feature in GEA-7.  

The Department of Energy (DOE) said solar on stilts and canal-top solar will be included in GEA-8, while the GEA-9 auction process will cover biomass, geothermal, solar, hydropower, and onshore wind.  

It targets a minimum of 3.2 GW solar capacity across the Luzon, Visayas, and Mindanao regions, excluding floating solar, for the 2027-28 delivery window under these rounds, along with 85 MW of rooftop solar in Visayas and Mindanao.  

Another 5.6 GW of additional technologies will be targeted for delivery between 2028 and 2035. This capacity will be selected under GEA rounds to be held in 2026 and 2027. 

Future auctions to secure the remaining capacity out of the 25 GW target will be tendered based on the availability of projects that are covered by awarded contracts or certificates, electricity demand and supply situation, and grid conditions, among other factors.  

“As the Philippines accelerates toward its targets of 35% renewable energy share by 2030 and 50% by 2040, clarity in how power is sold, priced, and monetized becomes just as critical as how it is generated,” explained Philippines Energy Secretary Sharon S. Garin.
