Romania has announced two Modernization Fund calls to support solar-plus-storage and standalone storage projects
Eligible public entities can seek up to €10 million per beneficiary, according to the call
Selected projects will need to be completed, installed, and connected to the grid by December 31, 2029
Romania has announced two funding calls worth a combined €650 million for renewable energy investments by public entities, covering standalone electricity storage and solar generation with integrated storage for self-consumption. These projects will be funded from the Modernization Fund.
The Rural Investments Financing Agency (AFIR), working under the Ministry of Agriculture and Rural Development (MARD), announced that applications for both programs will open on September 28, 2026.
Of the two programs, €500 million is reserved for new solar generation facilities for self-consumption with integrated storage. Funding will cover costs for installation and commissioning, related construction work, and the purchase of heat pumps. Funding can cover up to 100% of eligible costs, subject to a maximum of €10 million per beneficiary.
For projects without heat pumps, maximum support is capped at €900,000/MW installed, while for those with heat pumps, the maximum support available is €1.1 million/MW, excluding VAT.
For the €150 million dedicated storage program, the total budget will cover eligible investments such as new storage equipment, related construction and installation & commissioning costs. Funding can cover up to 100% of eligible expenses, also capped at €10 million per beneficiary. The maximum support is capped at €200,000 per MWh installed, excluding VAT.
Eligible applicants include territorial administrative units and their subdivisions, hospitals fully financed from public funds, state higher education institutions, public institutions, national defense and public security units, penitentiary administration units, research institutes and centers, officially recognized religious organizations, and social and palliative care centers.
The eligibility also extends to the National Agency for Sports and the Romanian Olympic and Sports Committee, along with their subordinate institutions. Partnerships between eligible entities can also apply. The Romanian Television Company and Romanian Broadcasting Company are also eligible under specific conditions.
They must demonstrate that the investment will reduce the energy cost of their public service and consequently lower the subsidy or compensation paid by the state.
Projects under the solar and storage programs must be completed, installed, and connected to the grid by December 31, 2029.
The administration will use a ‘first come, first evaluated’ selection process for both solar and storage projects. Applications can be submitted through the AFIR platform between September 28, 2026, and November 20, 2026, or until the available budget is exhausted.
The announcement comes as Romania targets more than 10 GW of new solar and wind capacity by the end of 2030, according to Energy Ministry State Secretary Cristian Bușoi.
