
The US has launched AD/CVD probes into solar imports from India, Laos, and Indonesia over alleged dumping, subsidies
Alliance for American Solar Manufacturing and Trade claims Chinese-owned firms in Laos, Indonesia, as well as Indian exporters, undercut the US market with low prices
ITC and DOC are expected to issue preliminary, final determinations between September 2025 and April 2026
The US Department of Commerce (DOC) has launched investigations into alleged dumping and illegal subsidies involving solar modules from Indonesia, Laos, and India. The probes focus on trade practices of mostly Chinese-owned manufacturers in Laos and Indonesia, as well as India-based companies, according to the Alliance for American Solar Manufacturing and Trade, which has filed petitions to launch these investigations.
This follows antidumping and countervailing duties (AD/CVD) petitions filed by the alliance with the department in July 2025. A coalition of US solar manufacturers, the industry group alleges dumping and illegal subsidies for solar modules being imported into the US from the 3 named nations (see US Solar Makers Seek AD/CVD Tariffs On India, Laos, Indonesia).
According to the DOC factsheet, Indian solar exports to the US increased from 2.05 GW in 2023 (worth $760.7 million) to 2.3 GW in 2024 (worth $792.6 million). Indonesia’s solar imports totaled 1.8 GW ($415 million) in 2024, while 1.9 GW ($335 million) came from Laos.
In a statement issued on behalf of the alliance, Tim Brightbill. the industry group’s Lead Attorney and Partner at the law firm Wiley Rein, said, “Today’s announcement from the Department of Commerce is a crucial first step toward confirming the core claims of our petition: Chinese-headquartered companies in Laos and Indonesia are dumping illegally subsidized solar products into the U.S. market at artificially low prices, undercutting American workers. Indian companies moved to fill in enforcement gaps after our last petition largely closed off other Southeast Asian routes.”
As the next step, the US International Trade Commission (ITC) will issue a preliminary determination on September 25, 2025. If affirmative, it will be followed by a preliminary determination by the DOC on October 13, 2025, for the CVD investigation, and on December 26, 2025, for the AD investigation.
Final determinations by the ITC will be announced on April 3, 2026, for AD, and on February 7, 2026, for CVD investigations, as per the timeline shared by the alliance.
The alliance was previously successful in getting AD/CVD tariffs imposed against solar cell and module imports from Cambodia, Malaysia, Thailand, and Vietnam, with effect from June 16, 2025 (see USITC Issues Final Injury Determination In AD/CVD Investigation).
