Vietnam’s MOIT is asking provincial governments to accelerate rooftop solar adoption across public buildings, businesses and households
Only 2 of 34 provinces have introduced household rooftop solar support policies so far, as per the ministry
It has asked EVN to facilitate grid connections and inspections to speed up deployment
The Vietnam Government is calling on provinces and government agencies to accelerate rooftop solar deployment. The government is also urging provinces to introduce support policies for household solar-plus-storage systems.
The Ministry of Industry and Trade (MOIT) has asked ministries, provincial authorities and Vietnam Electricity (EVN) to implement measures to meet the Prime Minister Directive No. 10/CT-TTg on electricity savings and rooftop solar development, introduced in March 2026.
Through this directive, the government wants rooftop solar prioritized at government offices, commercial and industrial establishments and households. It also encourages co-location of battery energy storage systems (BESS) to reduce peak load and increase on-site energy self-sufficiency, among other measures. These measures are aimed at improving the electricity demand and supply balance especially during 2026-2028.
According to MOIT, the required policies and structures need to be in place achieved by March 31, 2027. However, according to the ministry only two of Vietnam's 34 provinces and centrally governed cities, namely Bac Ninh and Lai Chau, had so far established support policies for households installing self-consumption rooftop solar.
Eight out of 34 provinces have not yet reported any plan to implement the objectives laid down in the March 2026 directive. Only two of 17 ministries and ministerial-level agencies have issued plans to implement the same.
The ministry has now asked government agencies and provinces to accelerate rooftop solar installations on government offices, schools, hospitals and other public buildings. Authorities have also been asked to prepare funding or attract investment to meet the targets under Directive 10/CT-TTg by March 31, 2027.
EVN is also tasked with coordinating with relevant agencies and provincial governments to speed up installation and operation of rooftop solar systems by facilitating grid connection and inspections.
According to the International Renewable Energy Agency (IRENA), Vietnam’s cumulative installed solar PV capacity exceeded 19 GW at the end of 2025, having expanded by 586 MW during the year.
