Romania Launches 27 MW Solar Power Tender

Electrica SA Invites Solar EPC Bidders To Implement Satu Mare 2 Project On Turnkey Basis

  • Electrica subsidiary is soliciting bids from EPC contractors for a 27 MW solar power plant in Romania 
  • It is planned to be located in the Satu Mare county in Comuna Botiz and commissioned on a turnkey basis 
  • Solar panels to be deployed for this facility must have 21% efficiency and come from tier 1 manufacturers 

Romanian electricity distributor Electrica SA has opened a call for EPC contractors for a 27 MW DC solar power plant to be built in County Satu Mare on a turnkey basis. It is currently at the ready-to-build (RTB) stage in Comuna Botiz. 

The ground-mounted project needs to be grid-connected on completion. Solar panels to be used need to come from a tier I company, as recognized by the Bloomberg New Energy Finance (BNEF), with a power warranty of a minimum 25 years. Panels selected must have an efficiency of 21% with 595 W output and can be bifacial, monocrystalline. A fixed mounting system is required for this installation. 

The winning EPC contractor of the Satu Mare 2 project must also provide a 3-year full system warranty for the project, and also offer a predictive maintenance option in the offer for a minimum warranty period of 3 years. 

Launched through its subsidiary Sunwind Energy SRL, the tender seeks bidders with proven experience in the EPC of solar PV projects. The 27 MW project is developed by Sunwind Energy that was acquired by Electrica in March 2023. 

Electrica announced the tender in December 2023 and has set January 31, 2024 as the last date for bid submissions. Details are available on the country’s PNRR website

Back in July 2023, Electrica had launched a similar exercise for the 12 MW Vulturu PV project in the Focsani County (see Solar PV Project Tender In Romania). 

Romania has plans to launch large-volume renewable energy auctions, with support from the European Bank for Reconstruction and Development (EBRD). It is awaiting a green signal from the European Commission which, according to a November 2023 Reuters report, is expected by January 2024 (see Romania Releases CfD Auction Schedule For 5 GW).
