
ASL launches tender rounds 5 and 6 for Western Australia under the Capacity Investment Scheme (CIS)
Tender 5 seeks 1.6 GW of renewable capacity; Tender 6 targets 2,400 MWh of dispatchable capacity
Registrations for both tenders close on October 10, and bids by November 7
AusEnergy Services Ltd. (ASL) has opened the bidding for new Capacity Investment Scheme (CIS) tenders. Under Tender 5, it seeks 1.6 GW of renewable energy capacity, while Tender 6 is open to an indicative target of 2,400 MWh of dispatchable capacity.
This capacity will be connected to Western Australia’s Wholesale Electricity Market (WEM). All eligible projects must be located in Western Australia and connect to intend to connect to the South-West Interconnected System (SWIS).
For both tender round 5 and tender round 6, the tender process has been moved to a single-stage to accelerate project implementation and to reduce the tender duration from 9 months to approximately 6 months.
ASL is also introducing a reserve list for high-performing bids that may be considered for future CIS tenders. The focus will be on project commissioning by December 31, 2030.
Both tenders are now open for bids and registration. Registrations will close on October 10, 2025, following which project bids can be submitted by November 7, 2025.
CIS is Australia’s flagship scheme to incentivize the deployment of 40 GW – 26 GW in renewable energy and 14 GW in clean dispatchable capacity – by 2030. It runs tenders in Australia’s 2 largest electricity markets of the National Electricity Market (NEM) that covers the east coast and South Australia, and Western Australia’s Wholesale Electricity Market (WEM). Both tenders 5 and 6 are for WEM.
CIS is designed to support system reliability as the country prepares to retire its aging coal power stations and achieve its 82% renewable electricity target by 2030 (see Australia Expands Capacity Investment Scheme Target To 40 GW).
Generation Tender 7 is targeted to be launched in September this year, followed by a dispatchable capacity as Tender 8 in November 2025, both for the NEM region.
Australia’s Department of Climate Change, Energy, the Environment and Water (DCCEEW) is also exploring the inclusion of Aggregated Resources (ARs) in CIS (see Australia Invites Consultation On Small-Scale Projects In CIS).
