The Maharashtra State Electricity Distribution Co Ltd (MSEDCL) has launched a request for selection (RFS) to procure 1 GW AC of solar power from grid connected ground mounted PV projects located within the state to supply the same during daytime to agricultural consumers.

As the implementing agency for Mukhyamantri Saur Krishi Vahini Yojna (MSKVY), MSEDCL will enter into a power purchase agreement (PPA) for 25 years with the winners of this competitive round.

Minimum individual project capacity to be developed under the tender will be 2 MW, and maximum to be 10 MW (2×5 MW). MSEDCL will make available details of land parcels that farmers have offered to lease for solar projects under MSKVY scheme which is also available on its land portal. Lease rent for the same has been fixed at INR 30,000 per acre annually with a 3% increment along with taxes, to be levied annually.

Selected bidders will be responsible for design, finance, procurement of land, providing EPC and operation and maintenance (O&M) services for the projects.

It specifies that projects under construction, projects which are not yet commissioned and projects already commissioned, but do not have any long-term PPA with any agency, and selling power on short-term or merchant plant basis shall be eligible to enter the competition.

MSEDCL launched the tender on June 27, 2022 and will accept bid submissions till August 1, 2022, according to the tender details.
