Key Takeaways
  • Andhra Pradesh plans to install up to 1.2 GW of rooftop solar capacity for 599,105 SC/ST homes under the PM Surya Ghar scheme

  • Contractors must use Indian-made PV modules, installing up to 2 kW systems for each household identified

  • Bidders can win a maximum of 300 MW capacity, commissioning the systems within 6 months of LOA

The New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) has launched a call for the deployment of nearly 1.2 GW of grid-connected rooftop solar PV plants under PM Surya Ghar: Muft Bijli Yojana (PMSGMBY).

The request for selection (RFS) round for EPC contractors is for 1,198.21 MW capacity to be set up for 5,99,105 domestic Scheduled Caste (SC) and Scheduled Tribe (ST) consumers in the state of Andhra Pradesh.

These consumers have been identified by the state’s power distribution utilities – Eastern Power Distribution Company of Andhra Pradesh Limited (APEPDCL), Southern Power Distribution Company of Andhra Pradesh Limited (APSPDCL), and the Andhra Pradesh Central Power Distribution Corporation Limited (APCPDCL).

Eligible households were identified by APDISCOMS after an extensive primary survey of subsidized residential consumers across 27 circles in Andhra Pradesh. The focus was on marginalized SC and ST residential consumers consuming less than 200 units of electricity/month, who are beneficiaries of free power provided by the state.

Under the tender launched, the broad scope of work is specified as encompassing design, engineering, supply, installation, testing and commissioning, along with operation and maintenance (O&M) of up to 2 kW systems for each household, for 5 years. These will be deployed through utility-led aggregation (CapEx) mode, under which the residential household does not own the installed PV system.

A single bidder can submit a single bid, covering the entire capacity of that division. They can also bid for the entire capacity for all division clusters. Yet, the maximum capacity that can be awarded to a single bidder is 25% of the entire capacity, which in this case is 300 MW.

All projects must be commissioned by the selected contractors within 6 months from the issuance date of the Letter of Award (LOA). Only indigenously manufactured PV cells and modules will need to be used for these projects.

NREDCAP launched the call on July 7, 2025. It will admit bids from eligible companies till August 5, 2025.

PMSGMBY is India’s flagship rooftop solar scheme under which it is solarizing 10 million households across the country, providing free electricity up to 300 units per month. It is likely to add 30 GW of capacity to the country’s renewable energy capacity. By March 2027, the government aims to achieve 27 GW of installed capacity, having installed 3 GW by March 10, 2025 (see India Calls For Innovative Proposals Under PM Surya Ghar Scheme).
