
CIL seeks EPC partners for 150 MW solar with co-located storage, including land arrangements
Bidders must ensure ISTS connectivity, provide land banks, and deliver turnkey EPC with performance guarantees
Storage must deliver 3 MWh/MW during peak hours, aligning with SECI’s 1.2 GW tender
Coal India Limited (CIL), operating under the Ministry of Coal, has invited expressions of interest (EOI) to develop a 150 MW solar PV project with co-located battery storage from interested EPC companies.
Interested bidders will also be expected to arrange land and ensure grid connectivity up to the inter-state transmission system (ISTS) delivery point. They must have credible land banks – including contiguous capacity to host at least 150 MW solar and BESS capacity – to support CIL’s proposed bids and follow it up with project implementation on a back-to-back basis.
Solar projects can be located anywhere in India and accompanied by an energy storage system (ESS) with a minimum ≥0.5 MW / 3 MWh for each 1 MW project capacity. This capacity should be enough to deliver 3 MWh/MW during peak hours of 6:00 p.m. to 9:00 a.m.
Selected players will be tasked with providing the complete EPC on a turnkey basis, including detailed engineering, supply, civil works, installation, testing, commissioning, and performance proving for the project.
Through this tender, CIL explains, it plans to participate as a solar power developer (SPD) under Solar Energy Corporation of India’s (SECI) request for selection (RFS) for 1.2 GW ISTS-connected solar PV projects with 600 MW/3,600 MWh ESS under tranche XXI, and other upcoming tenders.
Issued with tender ID 2025_CILHQ_343224_1, on September 4, 2025, the call specifies September 15, 2025, as the last date for bid submission.
