On behalf of HEP Croatia, EBRD has launched a tender for a 56 MW DC/45 MW AC solar plant with up to 200 MWh BESS capacity
It is planned for the Sukošan municipality in Zadar County, covering about 54.8 hectares
Pre-qualification bids are open until May 12, 2026, with the project expected to reach RTB status by Q4 2026
Hrvatska Elektroprivreda (HEP), Croatia’s state-owned power generation company, has invited bidders to construct a 56 MW DC/45 MW AC solar power plant with a battery energy storage system (BESS) capacity of up to 200 MWh with up to 50 MW installed capacity.
The European Bank for Reconstruction and Development (EBRD) has launched the tender on behalf of HEP. The latter plans to use part of the proceeds from an EBRD loan towards the cost of the contract.
The Sukošan Solar Power Plant will be located in the municipality of Sukošan in Croatia’s Zadar County. It is planned to cover an area of about 54.8 hectares. The addition of BESS will enable the storage of the generated electricity, which can be dispatched according to grid and market conditions. The scope of work also includes the construction of a new 110/33kV Sukošan substation to connect to the 110 kV transmission network, according to the utility.
HEP has already secured the location permit and expects to have the building permit in place in Q2 2026. It targets the facility to reach ready-to-build (RTB) status by the last quarter of this year.
“The implementation of this project will further strengthen the production capacity of renewable energy sources in Croatia, contribute to the energy transition and increase the security of electricity supply,” stated HEP.
EBRD launched the call as an invitation for pre-qualification on April 1, 2026. Proposals may be submitted till May 12, 2026. Details are available on the EBRD’s website.
Recently, the Croatian government finalized its 10th energy package worth €450 million, including €40 million for residential solar PV, heat pumps, and battery storage capacity to mitigate the effects of the escalating crisis in the Middle East (see Croatia Pledges €40 Million For Solar, Storage, & Heat Pumps).
