
The EU has invited public consultation to formulate the state aid framework for Clean Industrial Deal
It seeks to support Member States’ projects that boost the bloc’s clean energy industry
Once adopted in June 2025, these measures will remain in force till December 31, 2030
The European Commission has prepared a draft on the State Aid Framework accompanying the Clean Industrial Deal (CISAF) for which it is now seeking public consultation.
Launched in February 2025, the Clean Industrial Deal plan aims to drive energy transition in the European Union (EU) by supporting clean technology manufacturing with €100 billion (see EU: Over €100 Billion For Clean Manufacturing Under Clean Industrial Deal).
The state aid framework will lay down terms and conditions to support investments across the bloc. Member States can expect to get the commission’s support under the Clean Industrial Deal for the following:
To support the rollout of renewable energy and energy storage with simplified tender procedures, and no tenders for less mature technologies. Eligible projects will need to have a time limit to become operational.
They can either set up tender-based schemes or directly support projects sans tenders within certain limits.
Back cleantech manufacturing, including solar panels, and other key components and raw materials necessary for their production. “Member States could also provide higher aid amounts to match the level of support offered in third countries for a particular project, to avoid such investments being diverted away from Europe,” stated the commission.
Adopt measures to reduce the risks associated with private investments in renewable energy, industrial decarbonization, cleantech manufacturing, and energy infrastructure.
The final framework is planned to be adopted in June 2025, when it will replace the Temporary Crisis and Transition Framework (TCTF). It will remain in force until December 31, 2030. This will provide a longer planning horizon for Member States while offering investment predictability and certainty for businesses, says the commission.
“Today's proposal aims to ensure that Member States can provide support – where needed – to accompany the ambitions of the Clean Industrial Deal without causing undue distortions of competition in the Single Market,” said European Commission’s Executive Vice-President for Clean, Just and Competitive Transition, Teresa Ribera.
The consultation period is open from March 11, 2025 till April 25, 2025, according to the call on the commission’s website.
European solar PV industry association SolarPower Europe welcomed the Clean Industrial Deal but demanded urgent financing support to build and operate solar factories in Europe.
