The European Commission has officially announced the 2nd cross-border tender for renewable energy, inviting proposals for ground-mounted solar PV projects, and onshore wind facilities in Finland and Estonia, respectively.  

A project is considered as a single renewable energy project if it is connected to the electricity grid (or to the off-taker, in the case of off-grid projects) via a single connection point. 

This round has a €52.4 million budget available to fund selected projects, a voluntary payment by Luxembourg.  

All these facilities will need to be built and commissioned within 2 and 3 years once the call, launched on July 30, 2024, closes. The last date to submit proposals is March 4, 2025. 

According to the commission, “This call aims to provide support for renewable energy projects and targets ground mounted solar PV and onshore wind projects as a well-established and low-cost renewable energy technology aimed at high reliability in terms of deploying fully operational renewable electricity (RES-E) capacities and generation volumes and thus assumes effective and quick project realization from awarded project applicants.”  

The call for proposals has been launched under the EU Renewable Energy Financing Mechanism (RENEWFM), which promotes the bloc to work closely to increase the uptake of renewables. It facilitates a more cost-effective roll-out of renewables across the bloc.  

Under the 1st cross-border renewable energy tender round of the EU, the European Climate, Environment and Infrastructure Executive Agency (CINEA) signed grant agreements for 7 winning solar PV projects in Finland (see EU Announces Support For 7 Finnish Solar Energy Projects).
