The Caribbean country of Grenada plans to install a 15 MW solar PV farm at the country’s Maurice Bishop International Airport (MBIA). To support this project, it seeks to hire an Owner’s Engineer (OE) for the construction of a battery energy storage system (BESS) and associated transmission system upgrade.  

The project implementation period is from August 2025 to February 2028.  

The broad scope of work involves engineering design, procurement and construction of the BESS and associated 33 kV transmission lines and substations. It will be the point of interconnection (POI) for the 15 MW utility-scale solar array.  

The OE services are required to provide technical and management support to Grenada Electricity Services Ltd. (GRENLEC) to ensure the successful on-time delivery of the sub-project. GRENLEC will use part of the proceeds received from the World Bank toward the Caribbean Efficient and Green-Energy Buildings Project (CEGEB) to cover the OE cost. 

The call is open to eligible multi-discipline engineering consulting firms who can submit expressions of interest (EoI) by April 11, 2025.  

GRENLEC is the sole electricity provider in the Caribbean nation. As per the Ministry of Climate Resilience, the Environment & Renewable Energy, the country aims to reduce its GHG emissions by 40% of 2010 levels by 2030 under its Nationally Determined Contributions. 

According to the International Renewable Energy Agency (IRENA), Grenada’s total installed renewable energy capacity at the end of 2024 was 4 MW, all of which comprised solar PV.
