State power utility in the state of Gujarat, Gujarat Urja Vikas Nigam Ltd (GUVNL) wants to source grid connected renewable energy power from 500 MW capacity with energy storage systems (ESS), and has launched a tender to hold tariff based auction under phase XV.

It said this clean energy supply will enable it to fulfil its renewable power purchase obligations (RPPO) and meet the future requirements of state discoms. Project can be located anywhere in Gujarat on build-own-operate basis.

Bidders responding to this request for selection (RFS) round will be required to set up renewable energy capacity paired with an ESS. By renewable energy under the tender it refers to either solar PV or wind power or a wind-solar hybrid system. It wants solar equipment used for participating projects to comply with the federal Ministry of New and Renewable Energy (MNRE) Approved List and Manufacturers of Solar PV Modules (ALMM).

Winners will enter into a 25-year power purchase agreement (PPA) with GUVNL. They will be eligible for a peak tariff as well as off-peak tariff. While the price at which GUVNL will purchase electricity during peak hours will be determined through this auction process, off-peak tariff will be paid a flat rate of INR 2.29 ($0.029) per kWh.

The tender was launched on June 14, 2022 and specifies last date of bid submission through online platform as July 30, 2022 and that for offline submissions August 2, 2022. Technical bids will be opened on August 3, 2022 followed by financial bids on August 10, 2022. Details are available on GUVNL's website.

In its phase XIV auction process, GUVNL awarded 500 MW solar power capacity in total to Aditya Birla, Hinduja Renewable Energy for INR 2.30 per kWh and SJVN for INR 2.31 per kWh (see India PV News Snippets).
