The Uttar Pradesh Power Corporation Limited (UPPCL) has opened a request for selection (RFS) round to seek developers for 2 GW grid-connected solar power projects. Another state-owned entity NTPC Limited is also seeking bidders for 1.5 GW solar capacity. Solar projects under both the tenders can be established anywhere in India with inter-state transmission system (ISTS)-connectivity.
Launched by the state agency UPPCL as the buying entity, the tender invites solar power developers to identify land, and install and own the project. These need to be set up on a build-own-operate and maintain (BOOM) basis.
A single bidder can bid for a minimum 50 MW and a maximum of 1 GW capacity, quoting these in multiples of 10 MW. Tariffs for this capacity are capped at INR 2.70 ($0.032)/kWh.
Projects can be set up in any number of blocks with a minimum voltage level of 33 kV for a single block. UPPCL will enter into power purchase agreements (PPA) with the winners for 25 years. A single PPA shall be signed for a single project.
Solar modules to be used for this capacity need to come from the Approved List of Models and Manufacturers (ALMM) List I.
UPPCL launched the tender with reference number 01/PPA/RE/Solar/2000 MW/2024 on February 8, 2024. The last date to submit bids is March 18, 2024.
NTPC's call for 1.5 GW solar power capacity under ISTS-III is soliciting proposals from solar power generators for this capacity.
All bids need to be accompanied by earnest money deposit calculated at the rate of INR 11.6 lakh/MW.
The tender was announced on February 8, 2024 with the last date to submit bids as March 5, 2024. The tender call is available on NTPC's tender website with IFB no. NTPC/RE-CS/2023-24/Solar/BOO-16.
