Indian Public Agencies Launch Renewable Energy Tenders

Indian public sector agencies, owned by the Government of India, have launched 2 separate tenders for renewable energy projects. While NTPC Renewable Energy Limited (REL) wants to offer a land and EHV transmission system package for 2 GW solar PV capacity, NHPC Limited is looking for renewable energy developers to supply 1.5 GW electricity with energy storage systems. 

NTPC REL 

The tender for the land and EHV transmission system package is for the development of up to 2 GW interstate transmission system (ISTS) connected solar PV projects in Rajasthan under tranche-III. 

Eligible bidders will be required to arrange private land on freehold/leasehold basis in non-Great Indian Bustard (GIB) zones of Bikaner or nearby regions in the state. The lease period for 5 MW/acre of land will be for a minimum of 30 years. Government land, if required, cannot exceed 10% of total land to provide contiguous land parcel for the project. 

Slope of land should preferably be in one direction for at least 100 m length in north-south direction. The idea is to maintain an average slope of 10% for solar project land for installation of tracker-based MMS. 

The winner will also be required to arrange grid connectivity for the projects with ISTS substations in Bikaner. 

Interested bidders can quote for a minimum of 300 MW capacity, and expand the scope in multiples of 100 MW. 

Launched on October 7, 2023, the last date for bid submission is November 11, 2023. Details of the notice inviting tender (NIT) no. NRE-CS-5794-004(L)-9 are available on NTPC's tender website.  

Earlier this year in January 2023, NTPC REL launched a tender for BOS package with land for up to 1 GW solar PV capacity (see NTPC REL Seeking Contractors For 1 GW Solar PV Projects).   

NHPC Limited  

The 1.5 GW tender is for firm and dispatchable renewable energy (FDRE) supply coupled with energy storage system. The winners will be expected to set up these projects on land that they will identify anywhere in India on a build-own-operate (BOO) basis. 

Power will be procured by NHPC via the ISTS connectivity under 25-year power purchase agreements (PPA) and sold to state utilities/discoms and other beneficiaries.  

The minimum project size to be developed at a single site is 50 MW, and can be increased in multiples of 10 MW, but not exceeding a total of 750 MW. For projects in the north-eastern states and those falling under special category, the minimum contracted capacity offered by a bidder will be 30 MW.  

Published on September 20, 2023, the tender is open to bid submissions till November 17, 2023.
