Mongolia Launches 110 MW Solar & 188 MWh BESS Auction

Mongolia’s Ministry of Energy (MoE) is gauging interest for a planned auction to develop approximately 110 MW of solar PV and 52 MW/188 MWh of battery energy storage systems (BESS) capacity across 5 sites in the country.  

The auction is being prepared with transaction advisory support from the Asian Development Bank (ADB) under Mongolia’s Renewable Energy Law.  

The projects, located across western and eastern regions, will be developed under a long-term independent power producer (IPP) model and include solar power plants, battery storage systems, and associated grid connection infrastructure.  

The western region package includes 3 projects totaling 70 MW of solar PV and 40 MW/140 MWh of BESS. These will be spread across the provinces of Bayankhongor (10 MW solar + 10 MW/20 MWh BESS), Bayan-Ulgii (20 MW solar + 10 MW/40 MWh BESS), and Uvs (40 MW solar + 20 MW/80 MWh BESS).   

In the eastern region, 2 projects totaling 40 MW of solar PV and 12 MW/48 MWh of storage will be developed. While one will be connected to the Barun-Urt grid with 10 MW solar + 2 MW/8 MWh BESS capacity, Dornod province will host 30 MW solar + 10 MW/40 MWh BESS facility.   

Selected private-sector developers will be responsible for the design, financing, construction, operation, and maintenance of the facilities.  

The ministry says land for all sites has already been secured. It will grant the necessary land-use rights to successful bidders.  

The MoE is currently seeking non-binding expressions of interest (EOI) from companies and consortiums with relevant IPP, EPC, solar PV, and energy storage experience.  

“This Request for Expressions of Interest is intended solely to assess market interest and inform the design of the procurement process. Participation in this EOI is not mandatory for participation in any subsequent tender process, and submission of an EOI does not constitute prequalification,” stated MoE. 

It plans to issue the request for proposals (RFP) in H2 2026 and may conduct a single auction for all sites or separate auctions for individual project groups.  

Interested companies may submit EOIs by August 16, 2026, as pet the ministry’s call.
