Portland General Electric, the US utility, is inviting all-source proposals to source 753 MW of new renewable energy and resources that can provide non-emitting dispatchable capacity in Oregon. All selected projects will be required to come online by 2027-end.
It defines an all-source request for proposal (RFP) as a competitive bidding process to solicit proposals for electricity generation/storage facilities, such as new solar and wind plants, battery storage facilities or transmission capacity
This RFP is aligned with the utility's 2023 Integrated Resource Plan (IRP) target of 251 MW annual capacity for 2025 through 2027.
Solar energy facilities eligible to participate in this round need to have 3 MW of minimum capacity, while the other resources will be admitted with a minimum 10 MW of installed capacity.
PGE will enter into power purchase agreements (PPA) with the winners for a duration of 15 years to 30 years.
It says this is the company's largest open application process to date, and the 1st in its history to provide a flexible timeline for the start of operations.
With this, it will be able to meet its future energy needs identified till 2026. It also expects an ongoing incremental energy need of close to 251 MW annually till 2030.
It launched the RFP on February 2, 2024 and will accept proposals till March 22, 2024. The detailed RFP terms are available on PGE's website.
