Key Takeaways
  • Romania commits €310 million to support renewable energy systems for self-consumption

  • Projects promoting energy independence will be eligible to receive up to €20 million each

  • Application window runs from May 22, 2025 to August 22, 2025, according to the Energy Ministry

Romania’s Ministry of Energy has announced a budget of €310 million ($353 million) to support investments in new renewable energy installations for self-consumption. It is to be financed by Modernization Fund.

Of the total budget, €151.34 million ($172.37 million) is reserved for solar energy systems under 5 MW, while another €117.65 million ($134 million) has been allocated to solar energy systems above 5 MW capacity. Remaining €16.7 million ($19 million) will go to wind energy, and €25 million ($28.47 million) has been reserved for hydropower systems.

This call is open to companies and ‘autonomous regies’ who wish to develop sustainable projects to achieve energy independence and reduce their carbon emissions. Each selected investment project is eligible to receive up to €20 million ($22.78 million) in reimbursement of expenses.

“The second call for support for investments in renewable energy production capacities for self-consumption is an essential measure for reducing energy costs and increasing economic competitiveness,” said Romania’s Energy Minister Sebastian Burduja. “We are talking about a real opportunity for Romanian enterprises – regardless of their size – to produce their own electricity, reduce costs and actively contribute to achieving climate objectives. Through this measure, we ensure that the Modernization Fund is directed where the impact is maximum: in sustainable investments, which generate long-term added value.”

Submissions to this call will be admitted between May 22, 2025 to August 22, 2025 on the ministry’s website.

Romania recently launched the country’s 2nd contracts for difference (CfD) auction round for 2 GW onshore wind and 1.472 GW solar PV projects (see Romania Launches 2nd CfD Auction Round For Nearly 3.5 GW RE).
