

AASS seeks to acquire solar and storage projects and operating PV assets in San Marino and Italy
The initiative aims to support San Marino’s goal of reducing reliance on imported electricity
Projects may either be operational already, or must be scheduled to start commercial operations latest by December 31, 2026
Azienda Autonoma di Stato per i Servizi Pubblici (AASS), the public utility company of the Republic of San Marino, which is geographically enclosed by Italy, has issued a public call for expressions of interest (EOI) for renewable energy investments focused on solar PV projects.
Under the tender, AASS plans to evaluate proposals from domestic and international companies for the sale of authorized solar projects, projects under construction, or operational solar PV plants located in San Marino or Italy.
The call is also open to acquiring energy companies that already own projects, permits, contracts, and related assets for solar power generation.
The initiative is part of San Marino’s National Energy Plan 2023–2026 (PEN 2023-2026), which aims to reduce the country’s dependence on imported electricity and strengthen long-term energy security. AASS says that San Marino is currently almost completely dependent on imported electricity, except for electricity produced by solar systems for self-consumption. This locally produced solar power covers about 12% of the country’s annual electricity demand.
The San Marino government estimates solar PV systems will improve domestic production to 15% by 2027.
AASS said projects submitted under the process must either already be operational or scheduled to begin operations by December 31, 2026. The projects may include battery energy storage systems (BESS) co-located with solar PV installations, although standalone storage projects will not be accepted.
The utility plans to acquire 100% ownership stakes in special purpose vehicles (SPVs) or in companies that hold operating assets or projects. Eligible projects must align with the Republic of San Marino’s goals of energy security, sustainability, and stabilizing electricity supply costs.
AASS will give preference to projects using tracker-based solar PV systems with capacities between 5 MW and 10 MW, and facilities expected to enter operation no later than the end of 2026.
Eligible projects must include all necessary permits and approvals, land rights, grid connection arrangements, and detailed technical and financial documentation. The tender has a maximum allocation of €15 million per individual project.
Evaluation criteria will include technology quality, installed capacity, annual energy production, project maturity, grid connection costs, land ownership status, and overall economic competitiveness measured in Euro per MWh over a 30-year period.
The submission deadline for proposals in response to the call launched on May 21, 2026, is June 30, 2026, with reviews scheduled to begin on July 1, 2026. Details of the call, as PUBLIC NOTICE N. 1/2026, are available on the AASS website.
