India’s SECI Launches 2 GW Solar & Storage Tender

The Solar Energy Corporation of India (SECI) has invited bids under the inter-state transmission system (ISTS) tranche XX for 2 GW of solar PV power projects, accompanied by 1,000 MW/4,000 MWh energy storage system (ESS) capacity.  

The minimum capacity a single bidder can submit a bid for is 50 MW, while the maximum can go up to 1 GW, to be quoted in multiples of 10 MW. 

It specifies that solar PV cells and modules to be deployed under this tender will need to come from models and manufacturers listed in the ALMM List-I (for modules), and List-II (for cells).

For every 1 MW solar project capacity, the tender terms require a mandatory addition of at least 0.5 MW/2 MWh ESS capacity. The storage capacity may be owned by the solar project developer or tied up separately with a 3rd party.

Additionally, winning bidders will be required to set up the transmission network up to the interconnection/delivery point. They will be responsible for securing land, as well as all necessary approvals and interconnection with the ISTS network or state transmission utilities (STU). 

Winners will enter a power purchase agreement (PPA) with SECI for a period of 25 years. The latter, as the intermediary nodal agency for the procurement of power supplied, will sell the power onward to various buying entities in India. 

SECI launched the request for selection (RFS) documents on June 12, 2025. It will accept bids till July 24, 2025. 

Under tranche XIX of the ISTS tender that SECI launched in February 2025, it sought up to 500 MW solar PV capacity with another 500 MW available under a greenshoe option (see SECI Invites Bids For ISTS-XIX 500 MW Solar PV Tender).
