Spain Offers €355 Million For Renewables Manufacturing

Spain’s Ministry for Ecological Transition and Demographic Challenge (MITECO) has launched a €355 million call to promote the manufacturing of renewable energy equipment in the country. The list of eligible manufacturing projects includes solar-grade polysilicon, ingots, wafers, cells, modules, solar glass, inverters, trackers, and mounting structures. 

Apart from solar PV, the call is also open to manufacturing projects for solar thermal, wind, geothermal, hydrogen, energy efficiency, and electricity network technologies, among others. Battery and energy storage technologies are also eligible, but not for electric vehicles. 

The program will support the creation of new industrial facilities to manufacture clean energy equipment and key components. It will also fund the expansion of existing plants, including adding new production lines or converting current lines to produce equipment and components that were not previously made at those sites, explains MITECO. 

Of the €355 million, €25 million is reserved for projects with eligible budgets of €1 million to €30 million. The remaining €330 million will be awarded to projects with eligible budgets of over €30 million. 

It will cover 15% of eligible costs and not exceed €150 million/project. It can exceed this limit to €200 million or 20% of eligible costs only in areas designated as ‘c’ in the European Union (EU), and up to 35% and €350 million in ‘a’ areas. 

For small businesses, the aid amount may increase by 20%, and for medium-sized businesses by 10%. 

Winning projects will be free to avail funding from other EU programs and instruments, provided such funding does not cover the same costs. All winning projects will have 48 months to carry out the activities covered by the grant.

Funds for this call will come from Spain’s Recovery and Resilience Plan (PRTR) under NextGenEU. The Institute for Diversification and Energy Saving (IDAE) will manage the incentive program for MITECO. Grants will be awarded on a competitive basis. 

The call was announced on December 29, 2025. MITECO will accept proposals from January 22, 2026, to February 25, 2026.

According to MITECO, Spain manufactures virtually all components of a wind farm and more than 60% of the solar energy value chain. With this 2nd call under the Renewable Energy Value Chain (RENOVAL) program, it aims to improve its industrial capabilities in renewable energy technologies, for which Spain and Europe are highly dependent on 3rd party markets.

Under the previous RENOVAL call, solar ingot and wafer manufacturer SUNWAFE SL won the lion’s share of €297.3 million preliminary allocation (see SUNWAFE Proposes Silicon Ingot & Wafer Factory In Spain). 

MITECO followed it up with another €400 million for renewable energy equipment and recycling projects in June 2025 under the RENOCICLA program, and invited proposals for €480 million to boost domestic clean tech manufacturing, including solar panels, in July 2025 (see Spain Allocates €480 Million For Clean Technology Manufacturing).
