Telecommunications Consultants India Limited (TCIL) is seeking a consortium partner to design, supply, install, test, and commission a 120 MW solar PV plant in Bhutan. 

TCIL, operating under the Department of Telecommunications, Ministry of Communications, wants to select a backend partner ready to work on the Wobthang Solar PV Power Plant through this expression of interest (EOI). The selected partner will work on behalf of TCIL on an exclusive basis.  

TCIL specifies that interested bidders must be India-registered companies with an average annual financial turnover of a minimum of $15.5 million during the last 5 years, ending on March 31, 2025.  

They must have a minimum experience of having designed, installed, and commissioned a PV plant of at least 90 MW AC capacity, including solar panels, on-grid inverters, and mounting structures, among others. 

TCIL launched the tender on January 16, 2026. It will accept submission of expression of interest (EOI) documents by January 30, 2026. 

In December 2025, Druk Green Power Corporation Limited launched a tender for the turnkey installation and commissioning of the 120 MW solar farm as part of a larger Solar Farm Expansion Project with a minimum 310 MW utility-scale capacity (see Bhutan Invites Bids For 120 MW Solar PV Project).
