Even though round 2 tender of Saudi Arabia’s Renewable Energy Project Development Office (REPDO) is still ongoing, it has now launched round 3 offering 1.2 GW of solar power capacity to be developed in the country.

Key Takeaways

  • Round 3 of NREP in Saudi Arabia has been launched for a total solar power capacity of 1.2 GW
  • Two PV projects of 80 MW & 120 MW tendered under category A; 300 MW and 700 MW projects put under category B
  • REPDO lays down minimum 17% local content requirement under both categories

Saudi Arabia’s Renewable Energy Project Development Office (REPDO) has launched round 3 of its National Renewable Energy Program (NREP) with the request for qualification (RFQ) phase. In this round, it is seeking interest for 1.2 GW of solar PV capacity.

Operating under the Ministry of Energy, REPDO has divided the capacity into four projects and slotted them under Category A and Category B, according to the Saudi Press Agency (SPA). Layla Solar Project with 80 MW and Wadi Al Dawaser Solar Project with 120 MW capacity targeting smaller companies have been slotted in Category A. Under Category B are bigger projects, 300 MW Saad PV Project and 700 MW Ar Rass project.

REPDO says procurement under the two categories will be done on broadly similar terms, eligibility requirements will differ for both. However, for both the categories there will be a minimum requirement for 17% of local content.

Last date to submit RFQ documents is February 6, 2020. Details about the tender can be viewed on REPDO’s website

So far there have been two previous rounds under the NREP, with one having been completed. Under round 1, the government awarded the 300 MW Sakaka Solar Project to a consortium led by ACWA Power for a bid of SAR 0.0878 per kWh. It commissioned the project in November 2019 (see ACWA Power Energizes 300 MW Sakaka Solar Plant).

In round 2 for 1.47 GW solar PV capacity, REPDO issued its request for proposals (RFP) to 60 companies, with 28 of them from Saudi Arabia, in mid-2019 (see Saudi Arabia Launches RFP For 1.47 GW Solar Capacity). SPA says the last date to submit RFPs for category A projects in round 2 is January 20, 2020 and for category B projects is February 3, 2020.
