The Gujarat Urja Vikas Nigam Ltd (GUVNL) has launched a tender to procure grid connected solar power from 600 MW capacity to be commissioned at the Khavda Solar Park of the Gujarat Industries Power Company Ltd (GIPCL) under its phase XXI competitive bidding process, with an additional up to 600 MW available as greenshoe option.

GUVNL says this project forms stage 1 of the Khavda Solar Park being developed by GIPCL. Entire capacity needs to be set up in the park on build-own-operate (BOO) basis on 6 plots that can accommodate 100 MW each. Minimum capacity to bid for is 100 MW and more can be bid for in multiples of 100 MW only.

Successful bidders, ranked on the basis of the e-reverse auction, will be allowed to select the plots out of the 6 earmarked for the base as well as greenshoe capacity.

Winners will enter into power purchase agreements (PPA) for 25 years with GUVNL, while implementation and support agreements (ISA) will be signed with the solar power project developer (SPPD) which in this case is GIPCL.

Launched on July 4, 2023, the tender is open for online submissions till August 1, 2023 and for offline submissions the last date is August 3, 2023. Details are available on GUVNL’s website.  

This tender follows GUVNL’s 800 MW solar tender for Khavda Solar Park under phase XX in May 2023, for which the SPPD is Gujarat State Electricity Corporation Ltd (GSECL) (see 2.2 GW RE Projects Tendered In India).

According to Mercom India Research, KPI Green Energy, SAEL Industries and NLC India won the 800 MW capacity under GUVNL tender, as 100 MW, 400 MW and 300 MW, respectively. KPI’s winning bid was INR 2.70 ($0.0329)/kWh while the other 2 winners quoted INR 2.71 ($0.0331)/kWh each.
