Germany’s 2.26 GW solar tender was oversubscribed with bids totaling 2.82 GW, showing strong developer interest
Bundesnetzagentur selected 258 winning bids to award 2.27 GW ground-mounted solar capacity
Bavaria secured the largest share at 689 MW, followed by Rhineland-Palatinate at 251 MW and Lower Saxony at 250 MW
Germany’s July 1, 2025, tender for ground-mounted solar PV capacity was another oversubscribed one for this segment. Prices were rather stable and competitive, even as they were slightly above the previous round.
As against 2.26 GW on offer, Bundesnetzagentur, or the Federal Network Agency, received 313 bids totaling 2.82 GW. It eventually selected 258 winning bids representing 2.27 GW capacity, while excluding 36 bids from the process.
The agency launched this tender in May 2025, capping bids at €0.068/kWh (see Germany Opens 2.26 GW Ground Mounted Solar Tender).
Totaling 689 MW, projects in Bavaria once again won the largest chunk of the awarded capacity, followed by Rhineland-Palatinate with 251 MW and Lower Saxony with 250 MW.
Winning bids ranged between €0.040 ($0.047)/kWh and €0.0626 ($0.073)/kWh, with a weighted average of €0.0484 ($0.057)/kWh, slightly above the previous round’s €0.0466/kWh (see Germany Awards 2.64 GW In Ground Mounted Solar Auction).
“Competition continues to ensure stable award values well below the maximum,” said President of the Federal Network Agency, Klaus Müller. “Award values have remained at a similar level for over a year. Sustained competition also creates a reliable framework for bidders in the tendering process.”
The next tender in this category is set to take place on December 1, 2025.
