The Federal Network Agency received 634 bids totaling more than 5.2 GW for the 2.328 GW ground-mounted solar auction in Germany
It selected 262 bids for 2.341 GW; bid volumes more than doubled from the previous round, signaling improved market confidence
Most capacity will be built along transport corridors, with strong volumes in Bavaria, followed by Saxony-Anhalt and Brandenburg
Germany’s December 1, 2025, ground-mounted solar tender for 2.328 GW was significantly oversubscribed, attracting 634 bids for over 5.2 GW capacity, says the Federal Network Agency (Bundesnetzagentur).
Out of the total bids submitted, the agency selected 262 bids representing 2.341 GW capacity in this round.
President of the Federal Network Agency Klaus Müller pointed out, “After two tenders with a declining number of bids, this round saw more than twice as many bids submitted as the previous round. The high participation shows that the framework conditions in the tenders are attractive.”
Winning bids for this round ranged from €0.044/kWh to €0.053/kWh, while the average weighted winning bid was €0.05/kWh, higher than €0.0484/kWh reported in the previous round (see Germany Awards 2.27 GW In Ground Mounted Solar Auction).
The agency had capped the tariffs for this round at €0.0680/kWh (see Germany Launches 2.3 GW Ground-Mounted Solar PV Auction).
Most of the projects selected will be located along the highway or railway lines with a total capacity of 1.15 GW. Another 874 MW will be developed on arable or grassland in disadvantaged areas with limited agricultural use, and are hence suitable for solar PV systems. Special installations totaling 204 MW will pair solar with another end use, such as agrivoltaics.
Bavaria region continued its winning streak with the largest volume of projects won, representing 901 MW in the latest auction, followed by 282 MW in Saxony-Anhalt and 216 MW in Brandenburg.
The agency will hold another tender round for ground-mounted PV on March 1, 2026. Tariff caps for this segment for auctions to be held in 2026 remain unchanged (see Germany Lowers Rooftop Solar, Wind Tender Price Caps for 2026).
