  • Poland will invest PLN 264 million to develop 8 energy clusters in 6 voivodeships, supporting local renewable energy and storage projects

  • The program will add nearly 40 MW of new electricity and heat capacity, over 47 MWh of energy storage, and thousands of PV systems, ESS units, and heat pumps

  • The funding is part of Poland’s National Recovery Plan, aimed at strengthening local energy resilience and easing pressure on power grids through distributed generation and storage

Poland has announced state support worth PLN 264 million for new renewable energy and energy storage facilities across Poland to be developed under 8 energy clusters.

This will fund the development of 3,733 solar PV installations, 2,737 energy storage systems (ESS), and 326 heat pumps, along with PV farms and a wind farm.

Together, it will bring online close to 40 MW of new electricity and heat capacity generation, and more than 47 MWh of storage. It will also back pilot installations, including hydrogen storage facilities.

Poland’s Ministry of Climate and Environment signed 8 contracts for 8 energy clusters to be developed in 6 voivodeships – Podkarpackie, Podlaskie, Małopolskie, Śląskie, Wielkopolskie and Kuyavian-Pomeranian, namely:

  • Krosno Energy Cluster – PLN 7.7 million

  • Energy Cluster of Municipalities of Sokółka County – PLN 29.1 million

  • Southern Energy Cluster of Nowy Sącz County – PLN 41.7 million

  • Myszków County Energy Cluster – PLN 50 million

  • Ropczyce-Dębica Cluster – PLN 47.9 million

  • Dynowskie Foothills Energy Cluster – PLN 49.3 million

  • Kujawski Energy Cluster ENERGIA KUJAW – PLN 31.9 million

  • Turecki County Energy Cluster – PLN 6.1 million

“Each agreement signed today represents specific installations, energy storage facilities, and projects for residents. These investments will last for years, strengthening the energy resilience of our communities,” said the Minister of Climate and Environment, Paulina Hennig-Kloska.

These agreements are part of the country’s National Recovery Plan investment program that supports the development of local energy communities and local generation sources. Under Phase I, 19 agreements were signed for a total value of PLN 628 million.

“The distributed, local energy transformation must develop and accelerate. Implementing projects based on self-generation, storage, and subsequent consumption of electricity will relieve the burden on power grids,” added Hennig-Kloska.

Poland’s total solar PV installations at the end of March 2025 reached 21.9 GW, according to the Institute for Renewable Energy (IEO). It pointed to the growing curtailment as a challenge for the PV industry. The ministry’s focus on self-generation and installing renewable energy sources near consumption pockets addresses this challenge too (see Poland Installed 637 MW New Solar PV Capacity In Q1 2025).

As per SolarPower Europe’s recently launched EU Solar Market Outlook 2025-2030 report, Poland’s annual solar PV installations in 2025 dipped by 9% from 4.1 GW in 2024 to 3.7 GW. Large-scale PV as the engine of growth faced grid-access constraints, rising curtailment, and difficult bankability conditions. Overall, the EU solar market will exit 2025 with 0.7% YoY drop in annual installations (see EU Solar Growth Slows With First Annual Dip Since 2016).
