Kuwait Opens Call For 500 MW Solar PV Capacity

KAPP progresses renewable energy projects with a new auction round

  • Winners to build this capacity under a PPP model and enter a 30-year PPA with the Energy Ministry 

  • The pre-qualification round for these projects located in the Shagayah region closes on July 24, 2025 

The Kuwait Authority for Partnership Projects (KAPP) has announced a competitive solicitation process for 2 solar projects representing 500 MW combined PV capacity.  

Both the facilities, namely Al Dibdibah Power and Al Shagaya Renewable Energy Project (Phase III Zone 2), are located in the Shagayah region in Jahra Governorate. The combined capacity needs to be developed under a public-private partnership (PPP) model.  

Broad scope of work spans design, finance, construct, operate, maintain and transfer the projects on completion.  

The winners will enter a 30-year power purchase agreement (PPA) with the Ministry of Electricity & Water & Renewable Energy (MEWRE).  

The pre-qualification applications can be submitted to KAPP till July 24, 2025, according to the tender call launched on May 18, 2025. Pre-qualification documents and further details are available on KAPP’s website. 

In August 2024, KAPP had selected 6 consortia and companies for the 1.1 GW Dibdibah Power and Al-Shagaya Renewable Energy Project phase 3, zone 1 package in the pre-qualifying round (see Kuwait Shortlists 6 Applicants For 1.1 GW Solar PV Tender).
